The former head of the district in Dagestan received a conditional sentence in a fraud case.

The court sentenced the former head of the Kaytagsky district of Dagestan, Alim Temirbulatov, to 4.5 years of conditional imprisonment. The prosecution explained the leniency of the sentence in the fraud case involving 12 plots of land by the compensation for damages, the conclusion of a pre-trial agreement, and the state of health.

As reported by "Caucasian Knot", in December 2024, searches took place in the administration of the Kaytagsky district. The deputy head of the administration and his subordinate were suspected of fraud involving land plots and abuse of power. In May 2025, the court in Makhachkala placed the head of the administration, Alim Temirbulatov, in custody in a case of fraud involving land plots. In January, the case against the former official, his deputy, and another employee of the administration went to court.

The Kaytagsky District Court of Dagestan issued a guilty verdict against the former head of the Kaytagsky district in a case of fraud and abuse of power, reported "Interfax" citing the press service of the republican prosecutor's office.

He was sentenced to 4 years and 6 months of conditional imprisonment with a fine of 430,000 rubles. The former head of the district was also deprived of the right to hold positions in government bodies and municipal service related to the activities of a representative of power, organizational-distribution, and administrative-economic functions for a period of 2 years and 6 months.

The sentence was issued by the court taking into account the full compensation for the damage caused by the convicted person, the conclusion of a pre-trial agreement, as well as his health condition. The prosecution will consider the possibility of appealing.

According to the investigation and the court, in 2021, the accused, while being the head of the Kaytagsky district, created a criminal group that included his deputy and the chief specialist of the district administration. Subsequently, they issued a decree of the district administration on the formation of 12 land plots from one plot, classified as a zone of restrictions on land rights, located in the "Aerodrome" area in the village of Majalis of the Kaytagsky district.

"The land plots, with an area of more than 22,700 sq. m, were divided without conducting auctions and registered in the names of fictitious persons, and then re-registered through fictitious contracts to relatives and acquaintances of the group members. As a result of the illegal actions of the Kaytagsky district administration, damage amounting to more than 14.7 million rubles was caused," the supervisory authority informed.

The court is currently considering claims from the prosecutor's office demanding the return of illegally alienated plots to municipal ownership. Temirbulatov was charged under part 4 of article 159 (fraud), part 2 of article 286 (abuse of official powers), article 289 (illegal participation in entrepreneurial activities), and part 3 of article 160 (embezzlement) of the Criminal Code of the Russian Federation.
