Mikhail Semenov, arrested under the pretext of failing to report to the settlement colony, has repeatedly complained unsuccessfully about the conditions of his detention first in the pre-trial detention center in Cherkessk and then in the pre-trial detention center in the Moscow region, his wife reported.

As reported by "Caucasian Knot", in July law enforcement officers detained 38-year-old climber Mikhail Semenov in Karachay-Cherkessia under the pretext of failing to report to the colony, his wife complained. Semenov was detained unjustly, as at that time he was undergoing a rehabilitation program, which, according to the law, is a valid reason, the lawyer pointed out.

There were problems with the acceptance and registration of his applications

She reported that during his detention in the pre-trial detention center in Cherkessk, Semenov repeatedly tried to submit applications and complaints regarding the conditions of detention, medical assistance, and the actions of the institution's staff. "There were problems with the acceptance and registration of his applications. Also, according to him, the staff threatened to apply disciplinary measures due to his complaints," she noted.

In the end, it all ended with him being placed in a punishment cell after a medical team was not allowed to see Semenov. "Mikhail is a disabled person of the II group and has a heart condition. During his detention in Cherkessk, due to his health condition, an ambulance was called twice," his wife reported.

On July 28, there was a situation when the ambulance team called for Mikhail was not allowed through the checkpoint of the institution. On July 29, Mikhail was placed in a punishment cell. The formal reason given was a violation of regime - after waking up, he allegedly continued to lie down. Mikhail disagreed with the violation and refused to sign the relevant documents. "In light of the sequence of events, we associate the application of disciplinary punishment also with his active attempts to complain about the conditions of detention and the actions of the staff," Semenova noted.

Representatives of the ONK did not take the circumstances presented to them seriously

She also reported that, according to her husband, the local ONK did not take his complaints seriously. "After Mikhail's complaints, representatives of the Public Monitoring Commission (ONK) visited him. According to Mikhail, during the conversation, the ONK representatives did not take the circumstances he presented seriously. They laughed at his reports and then left. There were no noticeable consequences for Mikhail following the inspection after the ONK's visit," his wife emphasized.

In August, Semenov was transferred to the pre-trial detention center in Noginsk, from where he is to be transferred to serve his sentence in the settlement colony. According to Semenova, he faced several problems there. "Firstly, there is overcrowding in the cell. In a cell designed for 12 people, there are actually 13 people, and therefore there is no separate normal sleeping place for each person in the cell. In addition, he was given a mattress in extremely unsanitary condition. According to him, the mattress had traces of vomit, saliva, and other contaminants. He was offered to sleep on this mattress," she reported.

Moreover, in the pre-trial detention center, there are difficulties with the submission and acceptance of applications, and the staff refuse to provide their surnames, first names, and positions when approached, which complicates the subsequent appeal of their specific actions. "Given what happened in Cherkessk, there are grounds to fear that pressure is being exerted on Mikhail to stop or limit his submission of applications and complaints about the conditions of detention and the actions of the FSIN staff," Semenova concluded.
