The Inter-regional Committee against Torture has filed a complaint with the European Court of Human Rights on the torture of Amur Ganaev, resident of Chechnya, who was detained by Chechnya operational service officers in January 2006 and brought to the ОRB-2 (criminal investigation bureau).
