A Rosgvardiya officer from Kabardino-Balkaria has been put on the wanted list

The Ministry of Internal Affairs of Russia has put former employee of the Rosgvardiya management in Kabardino-Balkaria Shamil Uchuev on the wanted list. His name was associated with the financial pyramid "Arbitrum."

38-year-old Uchuev holds the rank of captain of the internal troops. Information about his wanted status appeared in the Ministry of Internal Affairs database on October 7.

Shamil Uchuev was added to the database by the Main Directorate of the Ministry of Internal Affairs for Moscow. There is no information on the case under which he is wanted, however, his name was associated with the financial pyramid "Arbitrum," noted "Mediazona"*.

According to publications on the website of the republican management of Rosgvardiya, Shamil Uchuev worked in law enforcement structures at least until the spring of 2020, and his responsibilities included some state purchases for the agency. In September 2021, Uchuev registered as an entrepreneur in St. Petersburg, the publication notes.

The Telegram channel Scamshot, which reports on fraudulent schemes, named Uchuev as the administrator of the trading platform "Arbitrum" in October 2023. In May 2024, the police opened a criminal case for the embezzlement of investors' money from "Arbitrum." At least 50 people were recognized as victims, with damages estimated at 70 million rubles.

According to the channel, Uchuev was living on the island of Bali in Indonesia at the time the case was initiated. A friend of Uchuev, former candidate for deputy of Neftekamsk Arthur Akramov, who was also linked to "Arbitrum," was detained in Moscow in 2025.

"Caucasian Knot" also reported that in January 2021, about 600 residents of Kabardino-Balkaria turned to the police, having fallen victim to a fraudulent scheme involving local bloggers who advertised deposits with high interest rates. The prosecutor's office stated that the damage from the actions of the fraudsters amounted to 911.7 million rubles.

In January 2024, two people were convicted in the case of the financial pyramid Smart Buyers in Nalchik. Zalina Pshikhacheva was sentenced to four and a half years in prison with a deferred sentence, and Kirill Sherstyuk received a two-year suspended sentence. In total, at least 20 people were detained in the case.

In October 2024, a court sentenced 24-year-old Elmira Bulatova from the Saratov region to three years in prison, finding her guilty of organizing a financial pyramid in Kabardino-Balkaria. The investigation believes that more than 2,500 people were harmed by her actions.
