Ibrahim Tochiev appealed the arrest for disobedience to the security forces.

A resident of Ingushetia, Ibrahim Tochiev, who complained to Vladimir Putin about being beaten by security forces, has appealed the court's decision that sentenced him to arrest for disobeying the police.

As reported by "Caucasian Knot", resident of Ingushetia Ibrahim Tochiev previously recorded a video message to Russian President Vladimir Putin and Chairman of the Investigative Committee Alexander Bastrykin, complaining that security forces conducted a search in his house and beat him and his brother. The security forces who searched Tochiev's house inflicted dozens of blows to his head and body, human rights defenders noted on August 4.

Ibrahim Tochiev appealed the decision of the Malgobek District Court, which had previously found him guilty of disobeying the police and sentenced him to one day of arrest, "Fortanga" reported today on its Telegram channel.

"I have already appealed this decision because I am innocent. Together with my lawyers, we submitted a statement to the Investigative Committee and the Ministry of Internal Affairs," the publication quoted Tochiev's words.

According to the case materials, Tochiev's side stated in court that excessive force was used against him and his brother Tamerlan. In particular, Tochiev's sister said that two security officers held Ibrahim while others struck him on the head and back. She also indicated that she filmed what was happening on her phone, which the security forces seized, and the recording was deleted; the police also took information carriers from surveillance cameras, as stated in the publication.

One of the criminal investigation officers stated in court that Tochiev used foul language during his detention and called the security forces enemies of Allah, and did not respond to their demands to stop obstructing the proceedings, after which physical force was applied to him.

It should be noted that human rights defenders previously reported details of the beating of Ibrahim Tochiev. The man was beaten in the presence of numerous relatives; the beating began after he asked the investigator to identify himself – the investigator ignored Tochiev's words and "silently walked past". The beating started near the house and continued on the way to the service vehicle. "Immediately after this moment, someone from the officers struck me from behind with two consecutive blows below the back of the head while I continued to stand facing the wall and was held on the sides <...> I was walking voluntarily, but several officers, I do not know and did not see who exactly, struck me in the head, kidneys, and lower back – about 10-12 blows in total," Tochiev recounted.

In January of this year, Ibrahim Tochiev filed a complaint with the leadership of the Investigative Committee, stating that officials and security forces were pressuring his family, trying to evict them from their home in the village of Verkhniye Achaluki. According to Tochiev, the village administration illegally annulled the ownership documents of the head of the family for the land and house.

The Supreme Court of Ingushetia refused in December 2025 to transfer the plot and house to the ownership of the republic, but at the same time did not confirm Tochiev's ownership rights. According to him, the head of the village, without waiting for the court's decision, continued to come to the Tochievs with subordinates and threaten them with forceful eviction if they did not vacate the house and land themselves.

Tochiev also previously stated that over the years of litigation, various pressures were exerted on his family – searches were conducted, and they were summoned to various agencies for questioning. An attempt was made to initiate a criminal case against his father for fraud, and an administrative case was opened against him.

"Caucasian Knot" also reported that residents of Ingushetia periodically complain about the unjustified use of force by police officers. For example, in February, three police officers were arrested for unjustifiably detaining a driver in Nazran and beating him.

In October 2023, four police officers from Malgobek were arrested on suspicion of exceeding their authority with the use of violence. According to the investigation, they unjustifiably detained a 31-year-old man and beat him, demanding that he confess to illegal drug trafficking. The security forces were accused of extorting money. Responsibility for the use of prohibited interrogation methods against the security forces is brought to justice in isolated cases, human rights defenders noted at that time.
