Thousands of residents of Novocherkassk remain without electricity after the hurricane.

The municipal emergency regime has been introduced in Novocherkassk due to the aftermath of the hurricane, with more than 3,000 residents remaining without electricity.

As reported by "Caucasian Knot", after the rains and gusty winds on the evening of July 25, problems with electricity supply arose in 15 cities and districts of the Rostov region, and in a number of areas, there were also issues with water supply. Electricity supply was disrupted, particularly in Rostov-on-Don, Azov, Bataysk, Taganrog, Shakhty, Novocherkassk, and Novoshakhtinsk.

The municipal emergency regime has been introduced as of today in Novocherkassk due to the aftermath of the hurricane, the head of the city, Pavel Isakov, reported on his Telegram channel.

According to the official, as of 5:00 PM Moscow time today, 3,200 residents of Novocherkassk remain without electricity. Restoration work is expected to last about another day. "We plan to restore power supply by the end of July 28," Isakov's publication states.

The gas pipeline damaged during the hurricane is planned to be repaired by August 1, while 22 subscribers are currently disconnected from gas supply. The head of the city added that the hurricane knocked down 534 trees, and utility services are busy removing them.

"A special working group has started its work, which will assess the damage caused to the property of the residents," Isakov reported.

"Caucasian Knot" also reported that the emergency regime was introduced in Rostov-on-Don on July 26, and more than 50 residents of the region sought medical assistance after the hurricane.

The emergency regime is provided for by federal law No. 68-FZ of December 21, 1994, "On the Protection of the Population and Territories from Natural and Technogenic Emergencies." Depending on the level of the emergency, the regime can be introduced by the head of the city, district, governor, the government of Russia, or the president of the country. The level of the emergency regime affects the authorities' capabilities to allocate funds from the budget in connection with the emergency, explained lawyer Maria Spasibukhova to "Caucasian Knot" in December 2024.
