The orphanage graduate from Khasavyurt was denied the right to be placed in the housing queue.

The Prosecutor's Office of the Volgograd Region denied orphanage graduate Elena Mikhailova from Khasavyurt the right to be included in the housing list due to the absence of a document on the deprivation of parental rights of her mother.

As reported by "Caucasian Knot", on June 20, Elena Mikhailova, who was raised in orphanages in Dagestan and Volgograd, complained that she has been trying for nine years to obtain the housing she is entitled to by law from officials.

The Prosecutor's Office of the Volgograd Region denied Elena Mikhailova protection of her right to be included in the list of those in need of housing, reported the NGO "Union for the Protection of Orphaned Children".

"The Prosecutor's Office refers to the fact that there is no document on the deprivation of parental rights of her mother and assures us that the orphan with a disability did not challenge the first instance's refusal to be included in the list in 2018. However, they did not take into account that in 2019 the norms, rules, and formation of the list of orphans changed," the message on the organization's page in the social network "VKontakte" states.

Human rights activists called on the leadership of the Investigative Committee and the Prosecutor General's Office to pay attention to Mikhailova's case.

Recall that a year and a half ago, on December 30, 2024, Elena Mikhailova complained that officials were not providing her with the housing she is entitled to by law. According to the woman, she was raised in the Khasavyurt orphanage No. 4 and then in the Makhachkala boarding school No. 4 for orphans, and when she graduated from it, she was placed in the Kalachevsky technical school in Volgograd.

After the technical school, officials did not provide her with housing, and Mikhailova had nowhere to live. When she reached adulthood, she did not know that as an orphan she had the right to receive the housing she was entitled to by law.

Over time, Mikhailova learned about this. In 2017, she appealed to various authorities and filed a lawsuit demanding that the authorities provide her with housing.
