A resident of Urkarakh achieved through the court the right to payments for a house damaged by a landslide.

The Kaitag District Court granted the claim of a resident of the village of Urkarakh, recognizing his family's right to payments for a house destroyed by landslides without official property registration. To date, less than a quarter of applicants have received payments related to the consequences of flooding in Dagestan.

As reported by "Caucasian Knot", the restoration of residential houses after destructive landslides in the villages of the Dakhadayevsky district has fallen on the shoulders of the villagers themselves. The amounts of compensation received by only a part of the victims do not cover the actual costs, but mainly local residents rely on a strong tradition of mutual assistance.

In April 2026, landslides caused by heavy rainfall occurred in the village of Urkarakh in the Dakhadayevsky district. As a result, numerous houses were damaged or destroyed, including the house where the plaintiff lived with his family, the united press service of the courts of Dagestan reported today on their Telegram channel.

The court established that the plaintiff and his family members actually lived in and owned the residential house, but the property rights were not registered. This hindered the receipt of state assistance. The evidence presented - an extract from the household book, a certificate from the village administration, a house book, utility payment receipts - confirmed the fact of residence and ownership of the house.

Based on this data, the court not only recognized the plaintiff and all family members' right to ownership of the house but also confirmed their permanent residence in it at the time of the introduction of the state of emergency. They were recognized as having the right to receive one-time payments due to the loss and damage of property.

Less than 25% of applicants received payments after the flooding in Dagestan

The total amount of payments to those affected by the flooding in Dagestan and Chechnya has already exceeded 2.7 billion rubles. Only in Dagestan, 2.4 billion rubles have been paid to the victims, reported today the head of the Dagestan government, Magomed Ramazanov, at a meeting of the government commission for eliminating the consequences of the floods.

A total of 76 thousand people in both regions received compensation. In Dagestan, funds have been transferred to 68 thousand people to date. More than 91% of the submitted applications have been reviewed, claims the Prime Minister of the republic. According to calculations by "Caucasian Knot", only 24.8% of the total number of applicants in the republic received payments 1 .

According to him, the assessment commissions have already completed their work, and applications from residents who were initially denied financial support are now being reconsidered. They are to be reviewed by July 31. After the re-examination, about two thousand applications for payments received positive decisions, and more than 60 million rubles have already been transferred to these residents of Dagestan.

In addition, the acceptance of applications from citizens for social payments for damaged and lost housing continues. Since June 15, acceptance has begun in the Derbent district, and since June 22 - in the Khasavyurt district. The acceptance of applications from citizens is planned to be completed by August 1.

"Caucasian Knot" also reported that residents of the village of Adilyotar recorded a video appeal to Putin asking him to take personal control of the situation with payments and the transfer of housing certificates to those affected by the spring flooding in Dagestan.
