The court sentenced the former head of the Yelansky district of the Volgograd region, Dmitry Litvinov, to 10 years in a strict regime colony for fraud in the construction of houses for orphans.

The Yelansky District Court of the Volgograd region found the former head of the district, Dmitry Litvinov, guilty of exceeding his official powers and receiving a bribe in a particularly large amount.

The court established that from November 2020 to March 2021, Litvinov conspired with a familiar individual entrepreneur, whose case has been separated into a separate proceeding. Litvinov proposed to the entrepreneur to build four-apartment houses for orphans in Yelani as part of a regional program, and then to conclude government contracts with him, writes "Vysota 102" on July 4.

The entrepreneur set a condition for Litvinov that he must sign permits for the commissioning of the facilities, despite the fact that they were built with deviations from the project documentation and in violation of construction standards. The businessman promised Litvinov to build a residential house for him at a price significantly lower than the real cost.

Litvinov agreed. His subordinates, unaware of the head of the district's plans, drew up inspection reports for 18 facilities, failing to record the identified violations. After that, Litvinov signed permits for the commissioning of 15 residential houses and approved the signing of permits for three more facilities by his deputy.

The damage from the actions of the district head to the budget of the Volgograd region is estimated at more than 22 million rubles. To conceal his actions, Litvinov applied to the bank for a loan to build his own house, providing false documents with an understated value - about 3.33 million rubles, while its actual value was 6.75 million rubles. Thus, the amount of the bribe received by Litvinov is estimated at 3.6 million rubles.

The court sentenced Litvinov to 10 years of imprisonment in a strict regime colony and a fine of 18 million rubles. He is also prohibited from holding positions related to administrative functions in local government for seven and a half years.

The court also confiscated part of a residential house in Yelani, equivalent to the amount of the bribe, for the benefit of the state, and recovered 22 million rubles from Litvinov as compensation for the damage caused by the crime.

Litvinov's defense decided to appeal the verdict. The defense called the court's verdict provocative, adding that the charges are largely based on claims that have not been fully confirmed during the proceedings.

Earlier, "Caucasian Knot" reported that orphans in Volgograd and the Volgograd region, whom the authorities are supposed to provide housing, have repeatedly complained about violations of their housing rights. For example, on June 20, Elena Mikhailova, who was raised in orphanages in Dagestan and Volgograd, complained that she has been seeking the housing due to her by law from officials for nine years. On June 9, a resident of the Volgograd region, Maxim Chadlev, who is an orphan, complained that for a long time officials have not provided him with housing that he is entitled to by law. On June 27, a resident of Pallasovka, Saule Saparova, complained that officials provided her with housing due to her as an orphan, but it is uninhabitable due to damaged walls and unsanitary conditions. The chairman of the Investigative Committee of Russia, Alexander Bastrykin, ordered to investigate her case.
