An 18-year-old resident of Ingushetia, Idris Zyazikov, was reportedly forced to sign a military service contract, despite being diagnosed with a neurological disorder, according to his relatives.

Bloggers Shamil Bulguchev reported on July 3 to a correspondent of "Caucasian Knot" that his nephew, 18-year-old Idris Zyazikov, suffering from neurological disorders, was deceived into signing a military service contract. "The fact that Idris has mental health issues is confirmed by medical documents. He was not even called to the military enlistment office due to his illnesses until recovery. Despite this, he signed a military service contract. Relatives believe that his health condition did not allow him to fully understand the consequences of his actions," Bulguchev stated.

We are currently trying by all legal means to secure his return and draw attention to this situation.

Idris's mother filed a complaint with law enforcement agencies in Ingushetia, but since everything happened literally on June 30, no response has been received yet. "When he left for Moscow, I learned that he was actually being taken under false pretenses to sign a contract. As far as we know, people connected with the Ministry of Defense bought him a ticket, convincing him that he was going to work. I immediately called my nephew. He was traveling by train on the route Nazran - Moscow. I warned him that he might be awaited at Kazansky Station and asked him to get off earlier - at Ryazan-2 station. He did so, spent the night in a hotel, and the next day was supposed to take another train to Moscow, where my acquaintance was already waiting to meet and help him. Unfortunately, he did not make it to the meeting point. He was detained, forced to sign a contract against his will, and immediately taken away. After that, communication with him became extremely limited. We are currently trying by all legal means to secure his return and draw attention to this situation," Bulguchev said.

Currently, Idris is being taken to Rostov-on-Don along with other contract soldiers, he also reported.

The list of diseases provides for category "D" - unfit, under which a contract cannot be signed.

A military lawyer, who helps people refusing to sign contracts, stated anonymously to a correspondent of "Caucasian Knot" that it is necessary to have a complete set of medical documents to contest the signing of his contract from a health perspective. "A certificate from a neurologist does not establish a psychiatric diagnosis <...> The list of diseases that prevent actual military service includes endogenous psychotic and affective disorders with sharply expressed clinical manifestations and prolonged course, including with pronounced personality changes. Item "a" of Article 15 of the list of diseases provides for category "D" - unfit, under which a contract cannot be signed. Severe depression can be classified this way, but there must be observation by a psychiatrist and a description of sharply expressed clinical manifestations and prolonged course," he explained.

If he himself states that he was deceived into signing the contract, this is already grounds for its cancellation.

The director of the human rights group "Citizen. Army. Law" * Sergey Krivenko believes that with the activity of relatives, it is possible to demand the cancellation of the contract, even if Zyazikov's illness is not included in the list of diseases that are unacceptable for military service. "The contract must be canceled and his signature disavowed; active efforts must be made now. Relatives should get involved and write to the prosecutor's office, the command, and so on, because otherwise, if time passes, it will be difficult to change anything there. Whether he has an illness or not will be decided later by the military medical commission. Currently, if he himself states that he was deceived into signing the contract, this is already grounds for its cancellation," he told a correspondent of "Caucasian Knot".

According to the activist, Zyazikov may have fallen into the nets of private recruiting companies, which are very active in the regions. "Now there are a lot of intermediary firms. They conclude some contracts with the military enlistment office and receive some money, they are paid bonuses from the military. Although it is unclear how this is organized, many structures simply cynically deceive people and send them to military enlistment offices or military units, where they also sign contracts under false pretenses. Now this is already a whole industry," Krivenko said.

Earlier, "Caucasian Knot" reported that in April, a wave of mass detentions took place in Chechnya, and it was claimed that some of the detainees were coerced into signing contracts. Analysts familiar with the situation in Chechnya have repeatedly called coercion to sign contracts typical for the republic. Similar information was received in May when human rights defenders reported that those detained for minor offenses were coerced into signing contracts.
