Residents of Dagestani villages spoke about the consequences of the spring flood.

In the villages of Adilyotar and Tutlar, the ground has not yet dried out after the flood, and some basements remain flooded. Residents have mostly returned to their homes, and damage assessment commissions continue their work without specific deadlines.

As reported by "Caucasian Knot", in the Adilyotar rural council (which includes the villages of Adilyotar, Kadyrotar, and Tutlar), about 500 houses were damaged as a result of the flood. Residents of these villages lost 400 heads of cattle, 360 heads of small livestock, and nearly 30,000 domestic birds. Mandatory payments for the lost livestock in Dagestan are not provided, lawyers noted earlier. On June 16, residents of Adilyotar and Kadyrotar reported that most of them had already received compensation and one-time assistance, but some will not receive it at all.

A resident of the Dagestani village of Tutlar, affected by the spring flood, told a correspondent of "Caucasian Knot" on June 29 that the main problem for villagers at the moment remains the riverbed. "We were promised to change it in 2027. However, autumn is still ahead, and autumn rains may lead to flooding again. In some places, protective embankments have been strengthened. Charitable foundations and caring people provide great assistance: they pay for transportation and the rental of heavy machinery needed for these works," he noted.

A large lake formed after the flood still remains on the site.

Speaking about the housing situation, a resident of Tutlar noted that most of his fellow villagers continue to live in their homes. "During the flood, one of the villagers used an excavator to open several sections of the asphalt embankment, which allowed the main flow of water to go to the pastures. This helped avoid more serious flooding of residential houses. However, a large lake formed after the flood still remains on the site," he said.

At the same time, according to the resident of Tutlar, most houses did not receive critical damage - the walls did not collapse. "However, the main consequences will manifest later. After the ground completely dries, cracks may appear in the walls and foundations of the houses, which will lead to serious problems, as about 80% of the territory of Tutlar was flooded," he noted.

The issue of receiving compensation remains for the residents of Tutlar and neighboring Adilyotar and Kadyrotar. "Despite the fact that all three settlements are completely in the emergency zone, residents face constant changes in the rules for receiving compensation. Document requirements are regularly changing, which delays the process of issuing payments for demolition and major repairs of houses and creates additional difficulties for affected families," said a resident of Tutlar.

Great assistance was provided by residents of neighboring villages, brothers, and other caring people.

Regarding the cleaning of the streets in Tutlar, according to a local resident, volunteers were engaged in cleaning the area. The heads of the settlements in our district also organized groups of volunteers who came to help clear the village," he said.

A resident of Tutlar also noted problems with road restoration. "In Kadyrotar, certain repair works have begun, but there is still no talk of laying new asphalt completely - only temporary restoration activities are being carried out. In Tutlar itself, there is no school or sports ground. The only social facilities are a medical station and a mosque. Children have to travel daily to study in the neighboring village of Adilyotar, located more than two kilometers from Tutlar. Sometimes they use public transport, but often they have to walk. It is especially difficult in winter when severe frosts make such a journey a real challenge," he concluded.

A resident of Adilyotar Hamid Gamzatov told a correspondent of "Caucasian Knot" that the streets of the village are now cleared. "It rained and all the roads became muddy, but then everything dried up," he said.

At the same time, according to Gamzatov, families of residents of Adilyotar, who previously lived with relatives in other villages, have returned to the village. "Now everyone lives together," he noted.

As for the deadlines for the work of the commission tasked with assessing the damage, the decree issued on March 30 by the acting head of the district administration B. Mamaev "On the creation of a Commission for determining the damage and consequences of emergencies of natural and man-made nature in the territory of the municipal formation "Khasavyurt District" and the attached application about the commission, published on the website of the Khasavyurt district administration, said nothing about the deadlines for the completion of its work.

On April 2, a new decree changed the name of the commission to "The Commission for determining the damage to citizens whose property and residential premises were lost or damaged as a result of a natural emergency (rainstorms) that occurred in the territory of the Khasavyurt district in March 2026." But neither it nor the interdepartmental commission formed on April 10 for assessing and inspecting premises for their recognition as residential premises, suitable (unsuitable) for living, as well as a multi-apartment building for its recognition as emergency or subject to demolition or reconstruction" had established any deadlines for the completion of their work. The chairman of the organization "Patient Monitoring and Housing and Utilities" Ziyavutdin Uvaisov told a correspondent of "Caucasian Knot" that local and regional authorities do not set any specific deadlines for the work of the commission. "There are no deadlines here," he noted.

Floods caused by rainstorms occurred in the North Caucasus in late March - early April and became one of the most destructive in recent years. In Dagestan, six people died as a result of the flood.
