Residents of a village in Makhachkala have accused officials of inaction.

Officials took no measures to clear the flooded streets in the Reduktorny settlement of Makhachkala, and the prolonged power and water outages forced some residents to leave their apartments.

As reported by the "Caucasian Knot," power and water were cut off in several areas of Makhachkala due to new flooding after April 5. The Reduktorny neighborhood was severely damaged, with flooded streets making it difficult for residents to go to work or shop for groceries. By April 15, the flooding in the settlement had ceased, and water and electricity supplies had been restored.

The flooding caused additional expenses for residents of the Reduktorny settlement in Makhachkala, where there was no power or water for more than five days. For example, a resident of Bulacha Street, Kistaman, who previously told the "Caucasian Knot" about the flooded courtyard of her apartment building, lost her refrigerator. According to the woman, it burned out due to a power surge.

“The situation has returned to normal now, there's power and water, and the street has dried out. But how can we prove that the refrigerator burned out due to power outages? The bureaucratic red tape would take a long time, so we had to pay for a new one in installments,” she said.

Aminat, a resident of Gabitova Street, who had previously had to temporarily relocate due to a multi-day power outage, confirmed that power is now back on her street. “Back then, no one responded to our complaints: they said the Primorskaya substation was flooded, and the entire Reduktorny district was without power. We had to go live with relatives,” Aminat recalled.

Isa, a resident of Nasrutdinova Street, who was unable to leave his home for work due to the street flooding, reported that the situation has returned to normal: there's power and water, and the street is no longer flooded. During the extended power and water outage, nearby stores experienced a shortage of bottled water, making it impossible to do their children's laundry, he said.

Ismail, a resident of Petra Pervogo Street, confirmed on April 15 that the water and electricity had been restored. "However, the issue with the Primorskaya substation has not been resolved completely. One heavy rain, and it will flood again, and we will be without power. After the last flooding, water stood in the courtyard of the apartment building for many days. No one responded to requests for action; everything dried up on its own," he told the Caucasian Knot.

A resident of Palmirnaya Street told a Caucasian Knot correspondent on April 15 that sewage was flowing down the street and backing up into private homes. The entire street is covered in water and mud, and no one is responding to appeals to the mayor's office and other authorities, he complained.

Specialists from the Makhachkala Department of Property and Land Relations are conducting a survey of residential properties damaged by the natural disaster to conduct a detailed damage assessment, the mayor's office reported on April 15. On April 13, Mayor Dzhambulat Salavov announced on his Telegram channel that he visited the Primorskaya substation, which supplies electricity to approximately 35,000 customers.

"A significant amount of soil removal and backfill work has been completed at the site, and the structure is being reinforced with concrete blocks. Ultimately, the protective embankment will be raised to a height of 1.5 meters. The measures taken are aimed at preventing the risk of recurrent flooding during periods of flooding and heavy rainfall," the mayor reported.

He added that as of April 13, 1,592 reports had been prepared and sent to the Social Welfare Department for the provision of payments and financial assistance. As of this date, 252 payments have been made, including 214 one-time financial assistance payments and 38 compensation for property loss.
