Members of a housing cooperative in Makhachkala asked for their building to be completed.

Sharers of the "Cozy House" housing cooperative appealed to the head of Dagestan with a request to complete the building in which they purchased apartments under the "Housing for the Young" program.

As reported by "Kavkazsky Knot", in early September 2022, the Sovetsky District Court of Makhachkala arrested the head of the "Directorate of Youth Housing and Construction Programs" on suspicion of misappropriating 58 million rubles and money laundering. The head of the directorate, Murad Kachukayev, was suspected of abuse of office with grave consequences, money laundering, and seven counts of illegal circulation of payment funds committed by an organized group.

A video message from Makhachkala residents to the head of the republic, Sergei Melikov, was published on April 1 by the Telegram channel "Tut Dagestan," which has over 244,000 subscribers. By 1:50 a.m. Moscow time today, the post had garnered 24,800 views.

"Dear Sergey Alimovich! We are shareholders of the Uyutny Dom housing cooperative. We are writing to you on behalf of dozens of young families who were unable to receive apartments under the "Housing for the Young" program," the assembled residents say in the video.

According to the residents, in 2018 they came to the Directorate of Youth Housing Programs for certificates. The directorate's head, Murad Kachukayev, and his deputy strongly recommended that they invest the certificates in the Uyutny Dom housing cooperative in Makhachkala, located at 28 Beybulatov Street, without the right to choose, and forced them to sign a share accumulation agreement specifically and exclusively with this Housing cooperative.

"We were assured that this was a reliable, proven developer. We trusted the government, represented by the management. The building was supposed to be completed at the end of 2019. But construction stopped on the 9th floor," residents say in their appeal.

According to the shareholders, the management, represented by Kachukaev, conspired with accomplices to sell them apartments through fraudulent schemes, pursuing their own selfish interests. "The result: our certificates were lost in the unfinished construction, and we have no money for new housing. Among us are mothers of many children who pay both rent and shares. We are not getting any younger, and the problem remains unresolved for years. "Sergey Alimovich, construction is stalled, trials are ongoing, and there are no apartments," the residents complained.

The housing cooperative shareholders asked Melikov to intervene personally and create an independent commission to investigate how and why the legal process has dragged on for so long and difficult for these elderly families. At the same time, he asked him to assist in resuming and completing the construction of the building.

"Help us regain the right to housing, which we have already paid for with our labor, social assistance certificates, and maternity capital certificates," the residents of the unfinished building concluded.

The website of the head of state and the government of Dagestan did not publish any comments regarding the appeal of the shareholders of the "Cozy House" housing cooperative.

"Caucasian Knot" also reported that military personnel from Dagestan recorded video message to the head of the republic, Sergei Melikov, demanding the resumption of construction of their houses and the return of money to those affected by the developer's actions.
