The Investigative Committee has opened a criminal case following a complaint from an orphan from Kabardino-Balkaria who has been denied the housing she is legally entitled to for a long time.

As reported by "Caucasian Knot," court decisions to provide housing to orphans in Kabardino-Balkaria are not being enforced, and the amount of the housing certificate is insufficient to purchase an apartment, according to orphans who have been on the waiting list for over 10 years. One of those on the waiting list won a court ruling for rent compensation, but the republic's Ministry of Education appealed the decision.

A woman who has been on a waiting list for an apartment since 2016 contacted the head of the Investigative Committee. To date, she has not received the housing she is legally entitled to, and appeals to officials have yielded no results, the press service of the Investigative Committee of Russia reported on its Telegram channel on March 24.

The Investigative Committee for Kabardino-Balkaria has opened a criminal case, in which the complainant has been recognized as a victim.

Bastrykin has requested a report on the preliminary and final results of the criminal investigation. The execution of the order has been placed under the control of the department's central office, the statement said.

The "Caucasian Knot" also reported that at the end of November 2025, the sentence in the case of fraud involving housing for orphans in Kabardino-Balkaria was increased. Previously, Amina Tkhakakhova, an orphan from Nalchik, who had successfully secured a place on the housing waiting list through the courts and received assurances from the authorities in January 2024 that it would be issued soon, never received the promised housing. Priority was given to orphans who decided to participate in the military operations against Ukraine.
