For seven years, Nartkala authorities have failed to organize repairs to an apartment building where the roof is leaking, the walls are crumbling, and mold and mildew are threatening the health of residents, including the disabled and orphans, investigators have stated. A criminal investigation has been launched into a case of negligence.

A criminal case has been opened against employees of the Nartkala administration for negligence (Part 1 of Article 293 of the Criminal Code of the Russian Federation 1 ) "for the improper maintenance of an apartment building," the Investigative Committee of the Russian Federation reported late in the evening of March 21 on its Telegram channel. According to Article 65 of the Housing Code, the Nartkala administration, which provided housing under social tenancy agreements, is obligated to "participate in the proper maintenance and repair of common property in the apartment building in which the rented premises are located," lawyer Mukhadin Kardanov explained to the "Caucasian Knot" at the time.
