The verdict in the case of the plot to blow up a court in Pyatigorsk has been confirmed.

The court rejected the appeal of two Tajik citizens convicted in 2025 of plotting an explosion in the Pyatigorsk City Court.

As "Caucasian Knot" reported, in May 2025, the Southern District Military Court sentenced Mukhamadjon Tiloev and Dilshod Kalandarov to 17 and 18 years in prison, respectively, finding them guilty of plotting a terrorist attack—an explosion in the Pyatigorsk City Court. The verdict named both as members of the Islamic State*.

The verdict handed down against two foreigners in the case of plotting a terrorist attack in the Pyatigorsk City Court has entered into force, the Stavropol Krai Prosecutor's Office reported on March 18.

"The defense's appeal of the verdict was unsuccessful; a higher court upheld the verdict of the Southern District Military Court unchanged," the department's official Telegram channel reported.

The prosecutor's office noted that in addition to lengthy prison terms (17 and 18 years, with the first five to be served in prison and the remainder in a maximum-security penal colony), the convicted defendants were fined 600,000 rubles each. According to the verdict, they planned to commit a terrorist attack on behalf of ISIS* "on instructions from foreign curators."

Both convicted individuals, Mukhamadjon Tiloev and Dilshod Kalandarov, are natives of Tajikistan, 29 and 27 years old, respectively, according to entries in the Rosfinmonitoring register of terrorists and extremists. Both were added to the list on the same day, February 1, 2024, according to a Telegram bot tracking updates to the list.

The "Caucasian Knot" also reported that in 2025, the FSB repeatedly reported on the prevention of terrorist attacks in Stavropol Krai. According to security officials, four Stavropol residents planned a terrorist attack for February 23; a Central Asian native was preparing terrorist attacks on security agency buildings in Stavropol, and another from Central Asia planned an explosion on a commuter train in Mineralnye Vody.

In October, the FSB announced the arrest of citizens of Central Asia and Russia who were planning terrorist attacks on a synagogue and the building of the Jewish religious community in Pyatigorsk. Ruslan Kardanov, a 23-year-old native of Pyatigorsk, was arrested on this charge.
