Residents of the village of Novokuli demanded that the problem of street flooding be resolved.

Due to the lack of storm drains and clogged ditches, water has been standing in the streets of the village of Novokuli in the Novolaksky District for months, and numerous appeals to the district administration have yielded no results, villagers complained.

As reported by "Kavkazsky Knot," in mid-October 2025, Investigative Committee head Bastrykin ordered a report on the violation of Novokuli residents' rights to quality road infrastructure. According to the agency, the roads in the village have been in poor condition for a long time.

A video message from a Novokuli resident was published on the Telegram channel "People's Front Dagestan," which has over two thousand subscribers. By 8:00 PM Moscow time, the post had received more than two thousand views.

According to a villager, it's practically impossible to navigate the streets. Pedestrians, especially the elderly and children, can't walk comfortably in the village, which has a population of about three thousand.

"Something terrible is happening in our village of Novokuli. For years now, the streets have turned into nothing but lakes and swamps. The water is knee-deep, impossible to walk or drive. There's no storm drain, the water just stands there and won't drain," a local resident reports in a video.

Parents have to carry schoolchildren through the water. Cars won't be able to get through either—deep holes are hidden under the water, easily damaging a car or making it impossible to get through at all. "It's almost impossible to live here: you can't go to the store, leave the house, or even take the children to school. A car won't get through here; you could lose a tire or even get stuck," a villager complains.

Local residents have repeatedly appealed to the district administration and other authorities, but the streets remain unmaintained. "We've knocked on every door, written and called, but the district administration won't resolve the issue," he said.

"Caucasian Knot" also reported that Makhachkala residents have complained about the quality of the city's roads. In addition to Irchi Kazak Street, where Makhachkala authorities have not repaired a pothole for over 170 days, the city has numerous problematic roads. Activists announced the launch of the "Road Monitor" project, which aims to help officials find and fix defects. At the end of February, residents of Derbent complained about an unrepaired road. According to residents, Korkmasov Street in Derbent has not been repaired for about 70 years. They have to bail water out of puddles so that children can get to school. In mid-March, residents of Khasavyurt filmed a video about a potholed road on Zavokzalnaya Street, where it is difficult to drive. Numerous appeals to the local administration have yielded no results, the residents complained.

Unresolved problems with housing and communal services are causing discontent among residents of Dagestan and provoking an increase in protest activity, said the head of the Ministry of Internal Affairs for the North Caucasus. During a direct line on November 27, 2025, the head of Dagestan Sergey Melikov ignored pressing issues and gave only vague answers to questions raised. Residents of the republic were waiting for Melikov to explain the constant power and water outages, burning landfills, and rising prices for housing and communal services and transportation.
