Complaints from villagers in Dagestan about poor water supply caught Bastrykin's attention.

A post with photographs of the punctured tank and the structure's dilapidated condition was published on February 23 by the Telegram channel @chernovik.net, which has over 46,000 subscribers. By 6:00 PM Moscow time, the post had garnered over three thousand views.

"The cistern storing water from an artesian well has been in a state of disrepair for a long time. As a result of leaks, this vital utility resource is flooding the surrounding area. There is a risk of the tank collapsing, which will lead to the interruption of water supply to residents' homes. No measures are being taken to eliminate the violations," the agency said in a statement.

The Investigative Committee of Dagestan has opened a criminal case. Investigators will conduct an investigation, and a report will be presented based on the results, the Dagestan Investigative Committee reports.

Later, the Tarumovsky District administration explained that the problem with this artesian well was identified at the end of 2025, during an inventory of all artesian wells in the Tarumovsky District, and it was included in the repair plan for 2026.

"As part of the repair and maintenance of water supply networks and artesian wells, comprehensive work to replace the storage tank and partially renew the water mains around the artesian well is planned for 2026," the administration reported.

"Caucasian Knot" also wrote that investigators conducted searches at a commercial organization involved in water supply and sanitation as part of an investigation into a case of negligence in providing water to residents of Kaspiysk.

Unresolved problems with housing and communal services are causing discontent among residents of Dagestan and provoking an increase in protest activity, said the head of the Ministry of Internal Affairs for the North Caucasus.
