The Armenian Interior Ministry has opened new citizenship registration points for Karabakh refugees

Over 11,000 refugees from Karabakh and over five thousand of their children have received Armenian citizenship, a representative of the Ministry of Internal Affairs reported.

As "Caucasian Knot" wrote, by July 31, 2025, over 10,000 refugees from Nagorno-Karabakh had received Armenian citizenship. The internally displaced persons were reluctant to submit applications for citizenship, believing that they were already citizens of Armenia and hoping to return to Nagorno-Karabakh. The Armenian authorities made citizenship a mandatory condition for participation in the housing program. By the end of July, the number of applications for Armenian citizenship from refugees had doubled, while the displaced persons themselves called the change of passport a forced measure - according to them, citizenship is also required for employment.

By September 2, 2025, 11,259 adult refugees and more than five thousand minor children received Armenian citizenship, Deputy Minister of Internal Affairs of Armenia Armen Ghazaryan reported.

As Ghazaryan explained, adult refugees received citizenship by presidential decree, and children - automatically, provided that their parents changed their passports.

The Ministry of Internal Affairs has increased the number of points where documents for obtaining citizenship are accepted; they are located in all regions of Armenia. According to the official, more than 16 thousand applications for citizenship submitted by displaced persons are being processed.

“People displaced from Nagorno-Karabakh, compared to our standard procedures, receive citizenship in the shortest possible time,” Novosti Armenia quotes him as saying.
