NIYSO activist tells about his relatives’ mass eviction from Chechnya

After the teen’s attack on the road-and-patrol (DPS) police post in Achkhoi-Martan, Chechen authorities accused the administrators of the NIYSO Telegram channel of involvement in radicalization and launched repressions against their families. The mass eviction of relatives from Chechnya with the confiscation of their property was organized with the aim to stop the work of the NIYSO Movement.

At least six relatives of those collaborating with the oppositional NIYSO Telegram channel have been detained in Chechnya. This happened amid Kadyrov's threats against those involved in the attack on law enforcers in Achkhoi-Martan; he named four channel employees as those involved. On April 11, law enforcers brought the kidnapped activists’ relatives to the mosque in the village of Gikalo, where they held a "public curse ritual".

On April 7, it became known that a man with a knife attacked DPS inspectors in Achkhoi-Martan, one of them was killed. The attacker teenager was shot dead on the spot. His body was brought to the crowd of state servants forcibly gathered near the administration. The motive for the attack was a teen’s personal conflict with one of the law enforcers on duty at the post, although Ramzan Kadyrov called some "citizen of Ukraine" as the organizer of the attack. On April 11, it became known that the teen's father was taken from Moscow to Chechnya and beaten up there. A Chechen oppositional Telegram channel reported that law enforcers detained all of the attacker's relatives, including his underage cousins.

One of NIYSO authors, Said-Ali Abubekirov, said that immediately after the teen's attack on the DPS post, law enforcers began persecuting relatives of four NIYSO activists – the families of Abubekirov, Duduev, Tankiev, and Mustafinov, as well as the teen's family.

"They’ve decided to take extreme measures and simply brazenly linked it with us. They began harassing our relatives. Not just harassing – they’ve expelled them from Chechnya, took away all their property; expelled entire families," Mr Abubekirov has stated.

Besides, public events were organized in Chechen mosques, during which the activists' relatives were forced to "curse" their family members.

Said-Ali Abubekirov has emphasized that the NIYSO Movement had no links with the teenager who committed the attack; and the conflict itself, according to his version, was personal.

In his opinion, neither he nor other channel employees made any public comments on the attack. He treats the pressure through relatives as "a suppression instrument."

According to Abubekirov, Chechen authorities are using the tactics of collective responsibility, by violating not only the Russian laws, but also the basic human rights principles.

"They know that for Chechens, pressure through the family is the most painful and most difficult and insurmountable," the source has noted.
