The only resident of a Donskoy village is fighting for gasification through the courts.

Authorities in three districts of the Rostov Region refuse to recognize the ownership of the Parksheyev hamlet, where the only remaining resident, pensioner Viktor Tkachenko, is seeking recognition of his registered ownership of the house, located at the junction of three districts, in order to have gas installed.

The sole resident of the Parksheyev hamlet in the Don region, which is not recognized by municipalities in three administrative districts of the region, has filed an appeal against the appellate ruling of the Rostov Regional Court. The regional court previously overturned the decision of the Neklinovsky District Court, which recognized the hamlet's right to register ownership of the disputed house, located at the junction of three districts. Viktor Tkachenko, the hamlet's resident, is unable to connect gas to his house because the authorities do not see the settlement and are unwilling to recognize it. He needs documents confirming the settlement's ownership, according to 161.ru.

Tkachenko has been trying to connect gas to his house since 2022. A Donetsk resident filed a lawsuit in the Neklinovsky District Court in August 2025 after attempting to register his home ownership with the district administration, which denied his application. The settlement has the technical capacity for gasification, but the municipalities are suing the resident and refuse to recognize the settlement's existence in any of the three administrative districts. The district court upheld the pensioner's claims, recognized his ownership rights, and ordered the municipality to register the home ownership. However, the Neklinovsky District administration filed an appeal, which overturned the first-instance decision. Now the 76-year-old farmer is seeking justice through the Fourth Cassation Court of Krasnodar.

If the cassation court upholds the Neklinovsky District Court's decision, then Viktor Tkachenko will be able to register his rights to the house and subsequently connect the gas supply, commented Vladislav Petrov, Tkachenko's representative from the Rostov Regional Bar Association "Southern Regional Human Rights Center."

According to documents, by decision of the executive committee of the Khapersky Village Council of People's Deputies of the Myasnikovsky District of the Rostov Region on May 29, 1991, Viktor Tkachenko was allocated a plot of land for farming in the Parksheevo farmstead. The general development plan for the plot and the construction plan for the house were approved. In 1993, Tkachenko built a 99.5-square-meter house. He is registered (propiska) there as his permanent residence and runs a farm.

Previously, the Parksheyev farmstead was within the administrative boundaries of the Myasnikovsky District of the Rostov Region. Subsequently, the farmstead's territory was removed from the Myasnikovsky District and incorporated into the Neklinovsky District of the region. However, the Neklinovsky District administration stated that the house, although located within their district, is not listed as a populated area within the district.

Earlier, Chairman of the Investigative Committee of Russia Alexander Bastrykin demanded a report on the violation of the rights of Viktor Tkachenko, a pensioner from the Don region, who is the last remaining resident of the Parksheyev farmstead in the Rostov Region. The Russian Investigative Committee has opened a criminal case under the article "Negligence," the publication states.

"Caucasian Knot" also reported that residents of the village of Uglerod in the Krasnosulinsky District held a meeting in 2021, at which they recorded a video message to the Governor of the Rostov Region. The main demands of the meeting participants were gasification of the village and the installation of street lighting.
