Analysts debate about Kadyrov's aim of visiting Ingushetia

The arrival of Ramzan Kadyrov in the village of Surkhakhi should not be treated as Evkurov's tripping; the head of Chechnya has rightly placed responsibility on Evkurov, Magomed Mutsolgov, an Ingush activist, has stated. In her turn, Svetlana Gannushkina, a rights defender, is sure that Kadyrov sought to harm his Ingush counterpart.

On September 26, Ramzan Kadyrov and Yunus-Bek Evkurov signed the agreement on securing the border between Chechnya and Ingushetia. From October 4 till October 17, Magas hosted a round-the-clock mass rally against the change in the border with Chechnya. Protestors demanded the referendum on the issue of the border and the resignation of the republic's leader.

The "Caucasian Knot" has reported that on October 19, Ramzan Kadyrov arrived in the Ingush village of Surkhakhi and met the elder Mukhazhir Nalgiev there, who had criticized the head of Chechnya at the rally in Magas. According to Kadyrov, after the conversation, he and Nalgiev apologized to each other.

Kadyrov's visit to Ingushetia was perceived by many as an act against Evkurov, a sort of a "tripping" to him; however, Magomed Mutsolgov, the head of the Ingush human rights organization "Mashr" and a blogger of the "Caucasian Knot", disagrees with such interpretation.

"I see no 'tripping' in it. I've said many times that Yunus-Bek Evkurov, not Kadyrov, is responsible for what happens in Ingushetia; and all the claims [of residents of Ingushetia] should be specifically addressed to [Evkurov]. Kadyrov has stepped aside, saying that he had nothing to do with managing Ingushetia; he is right about it," Mr Mutsolgov is sure.

In her turn, Svetlana Gannushkina, the chair of the Civil Assistance Committee, believes that Kadyrov's visit to Ingushetia to meet the elder Nalgiev was a blow to the image of the Ingush leader.

"First of all, Kadyrov's visit to Ingushetia should have been to Evkurov. He should have discussed problems with the head of the region, not with a public figure," Ms Gannushkina told the "Caucasian Knot" correspondent.

Kadyrov behaves "not according to status and not to the rules," she has noted. "He is trying to transfer all responsibility for signing the agreement to Evkurov and discredit his authority," the human rights defender has concluded.
